Max's idol, retired agent "The Gaffer", wants to turn over his case diary to CONTROL. Unfortunately, he's kidnapped before he can turn over the diary to Max and 99. They then team up with several retired agents to search Spy City and find the diary. Their only clue is the phrase "birds of a feather flock together."
