Max applies for a loan at his bank, but is turned down. Max gets upset and vows to return. Later that day, a KAOS agent disguised as Max returns to the bank, robs it, and kills a guard. Max then gets arrested, convicted, and sentenced to death. While being taken to prison, Max escapes from Sgt. Gronski and while a fugitive from the law, tries to find the one-armed man who committed the robbery and framed him.

This is a pretty successful take-off of The Fugitive, which was enormously popular then.
